SHARON RINGLEY
Sharon Ringley offers clients strategic and substantive understanding of the often complicated intersection of business and public policy – principally in the areas of technology, energy and telecommunications. Sharon brings to her clients deep experience working in and withthe U.S. Congress, and has extensive bipartisan contacts in both the House and Senate, particularly in the Commerce and Judiciary Committees.
Sharon launched her federal career on the staff of U.S. Representative Rick Boucher (D-VA). A longtime leader in energy and technology policy, Congressman Boucher is a senior Member of the House Judiciary and Commerce committees and is Chairman of the House Commerce Subcommittee on Telecommunications and the Internet for the 111th Congress As Deputy Chief of Staff and head of the Washington office, Sharon was responsible for all legislation under the jurisdiction of the Commerce and Judiciary Committees, operations of the House Internet Caucus (which Rep. Boucherco-founded and continues to co-chair), energy and international relations/trade issues. She played he had a significant role in the development and passage of the Bankruptcy Reform Act and the Class Action Reform Act; the introduction of the first major patent reform legislation and major music copyright reform legislation. She also served as Press Secretary and on campaign staff in both press and fundraising roles.
Following Capitol Hill, Sharon spent four years directing federal policy operations for Amazon.com where she worked closely with Amazon’s top executives to develop the company’s public policy agenda, political action committee, and firmly established Amazon as an influential player on all major tech policy initiatives. She led Amazon’s efforts on the high-profile Can-SPAM act, the Internet Tax Freedom Act and was an active participant in industry coalition efforts surrounding remote sales tax, spyware legislation and privacy initiatives.
Before starting her own practice in 2007, Sharon worked with Bockorny Group, where she provided strategic counsel, political advice and direct lobbying for several clients including News Corporation, Amazon.com and Aquantive. She led successful efforts to boost the Congressional presence and visibility of the Digital Media Association, Avaya and DirecTV.
A political science graduate of George Mason University, Ms. Ringley also attended George Mason University School of Law. After obtaining her BA in 1993, she spent two years teaching English to high school students in Japan.
ELIZABETH FRAZEE
With over twenty years of government affairs and industry experience, including Vice President of Public Policy at AOL TimeWarnerand also Director of Government Relations at the Walt Disney Company, Elizabeth has earned a reputation of providing valuable government relations representation to companies and nonprofits of all sizes.
Through the years Elizabeth has developed a wide network of contacts on the Hill and in Federal agencies as well as in the Washington government relations, technology and entertainment communities. Her clients have included TRUSTe, Chevron, Dell, Goodmail, TimeWarner, the United Way of America and others. She also serves as executive director of the Entertainment Industry Coalition for Free Trade.
Before entering private practice, Elizabeth spent over twelve years on Capitol Hill. Beginning as a staff member for a U.S. Senator from her native state of North Carolina, she rose through the ranks, serving as Minority Press Secretary for the House Energy and Commerce Committee and Representative Tom Bliley. She later served as Legislative Director and Chief Counsel for Representative Bob Goodlatte, current Co-Chairman of the Congressional Internet Caucus and a senior member of the House Judiciary Committee. As Goodlatte’s top legislative aide for almost five years, Elizabeth handled the Congressman’s work on the House Judiciary Committee and was heavily involved in many of the bipartisan cutting edge technology and intellectual property issues of the time including Internet liability, privacy and digital copyright issues.
While at Disney, Elizabeth negotiated the Digital Millennium Copyright Act notice and takedown regime on behalf of the MPAA studios and worked with the FTC and Congress to help draft the Children’s Online Privacy and Protection Act (COPPA). At AOL she worked on intellectual property and e-commerce issues, including Internet tax, online liability and privacy, and also became a specialist on children’s online safety through her work for the COPA Commission. She has continued to be actively involved in these issues for her clients in private practice.
As a trade advocate, Elizabeth has helped lead industry coalitions on every major trade vote since Congress extended Normal Trade Relations treatment to China in 2000.
Ms. Frazee earned her law degree from the Columbus School of Law at the Catholic University of America, while working full-time for Congress. She received a Bachelor of Arts in Journalism from the University of North Carolina at Chapel Hill.
ANGELA STROSCHEIN
Angela Stroschein has more than a decade of state and federal government relations experience, most recently as Legislative Counsel to Senator Ben Nelson (D-NE). She has a broad policy background with a primary focus on the Senate Commerce and Appropriations Committees. Working for Senator Nelson has also provided Angela with a unique perspective and understanding of moderate, centrist-minded policy makers.
Angela has extensive experience working on tech and telecommunications legislation, as well as an in-depth knowledge of transportation, financial services and judiciary issues. She also has a strong understanding of the Senate Appropriations Committee after working for Senator Nelson, who is a member of the committee.
Prior to her position with Senator Nelson, Angela was an attorney in private practice. She also worked in the state legislature in her home state of Nebraska where she gained experience in a number of policy areas including constitutional law, election law, natural resources and technology.
Angela earned a Bachelor of Arts degree in journalism from the University of Nebraska-Lincoln and a law degree from the University of Nebraska College of Law.
